I have a particular circumstance where I need an "IF" formula that would give the following results:
Cell I164 would display "Outstanding" if the value of H164 was greater than or equal to 95%, "Excellent" for 90 to 94.99%, "Satisfactory" for 80 to 89.99%, "Marginal" for 70 to 79.99%, and "Unsatisfactory" for 0 to 69.99%.
Is this possible or is this too complex a function for excel at this time?

You could do it with IF, although I'd probably use VLOOKUP for something like this.
